Today, almost one cycle has passed, and it seems that it can still be said that the standard is low and the bad currency is rampant; the absence of certification makes it difficult for a long time!
Needless to say, for a long time, the application of wood-plastic composite materials and their products has been in an abnormal state of "crossing the river by feeling the stones". Despite the strong support of relevant national policies, the wood-plastic industry seems to be singing all the way, but under the prestigious reputation, its bottomless quality decline is still not in harmony with the ever-increasing construction and decoration market. This phenomenon can be known through the market chaos such as "Whole House Customization", "Overall Home Furnishing" and "Quick Install System" that use wood-plastic lightweight decorative materials as their signatures. If it is necessary to trace the source, the most fundamental reason is that there is no strong product standard applicable to consumers, and it lacks the authoritative certification of qualified products under the support of quality standards. Kind people will be puzzled: how have wood-plastic products developed like wild horses in these years?
In fact, the "GB" of wood-plastic has been published for a long time, but this standard does not clearly define what is "wood-plastic". In February 2015, the Ministry of Environmental Protection issued the "HJ2540 -2015 · Technical Requirements for Environmental Labeling Products-Wood-plastic Products", and only for the first time proposed the "plant fiber addition amount" and "hazardous substance limits" for wood-plastic products skills requirement. These circumstances show that the entry of wood-plastic products into the "green product certification" has become irreversible. In the face of the "good days" that the standards are blind to, this is the sunset. But it is regrettable that many people in the industry still lack a very clear understanding of this. Some people do not even know what "certification" is and what is the role of passing "certification"?
In September 2015, the “Action Plan for Promoting Green Building Material Production and Application” issued by the Ministry of Industry and Information Technology and the Ministry of Housing and Urban-Rural Development clearly stated: vigorously develop biomass building materials. Promote the development of wood processing and protection industries, support the development of biomass building materials using crop straws, bamboo fibers, wood chips, etc., and give priority to the development and use of biomass fiber-reinforced wood plastics, new magnesium building materials and other enclosure and decoration products. The "Action Plan" clearly requires that a green building materials evaluation and marking system be established in accordance with the "Green Building Materials Evaluation and Marking Management Measures". Pay close attention to the implementation details and technical requirements for green evaluation of various building materials. Guide the construction industry and consumers to choose materials, and promote the construction of a unified, open and orderly green building materials market across the country. The proposed "Biomass Building Material Mark" certification is determined according to the current main application areas and market consumption needs of wood-plastic products, and is closely consistent with the current national industrial development policy. The technical standards adopted are mainly American Standard (ASTM) and European Standard (EN). Carrying out the "Biomass Building Material Label" certification is likely to largely curb the chaotic phenomenon of "selling sheep's heads and selling dog meat" in the domestic building materials market.
However, time is not waiting, we have no more time to watch. The “Environmental Label Certification” of wood-plastic products that is in operation is the third-party authoritative certification nearest to us. "Environmental Mark" is a kind of certification mark, which as an official mark shows that the products approved to use this mark are not only qualified, but also meet the environmental protection requirements during production, use, processing and disposal, and have low toxicity compared with similar products. Environmental advantages such as less harm and resource saving. It is precisely because of this demonstrative mark that it is easy for consumers to understand which products are good for the environment and harmless to their own health, making it easier for consumers to make rational purchases. Through fair competition in the market and independent choices by consumers, companies can be guided to consciously adjust their industrial structure, adopt cleaner production processes, and produce products that are beneficial to the environment, ultimately achieving the goal of harmonious development of environmental protection and economy. Since the implementation of the "Environmental Label Certification" by the country in 1994, 98 major products have been approved so far, including a variety of building materials. It can be said that grass-roots wood-plastic products require a national pass such as "Environmental Label" more than products in other fields. Only by "identifying the right body" can wood-plastic products be able to "enter the hall and enter the room" in a grand manner.
However, if it is only to "examine the body", perhaps we do not need too much anxiety. What many people do not know is that as early as 2006, the Ministry of Finance and the State Environmental Protection Administration jointly promulgated the "Opinions on the Implementation of Government Procurement of Environmental Labeling Products", which stipulates that national agencies, institutions and organizations at all levels use financial If the funds are used for procurement, priority shall be given to the purchase of environmentally-labeled products, and products that endanger the environment and human health shall not be purchased. In June 2007, in response to the severe situation of national energy conservation and emission reduction work, the State Council issued the "Notice of Comprehensive Work Plan for Energy Conservation and Emission Reduction", in which "Article 45 clearly stipulates: to strengthen energy conservation and green procurement of government agencies , Conscientiously implement the "Implementation Opinions on Government Procurement of Environmental Labeling Products", further improve the list system of government procurement of environmental labeling products, and continuously expand the scope of government procurement of environmental labeling products. "In other words, if the products of wood-plastic enterprises cannot pass the certification of" Environmental Labeling ", then It is simply impossible to formally enter the "Government Green Product Procurement List." In addition to screaming injustice, the wood-plastic enterprises that have been frustrated in the previous government project bidding can still prove themselves innocent and show their pass check wisely.
We should also know that the action goal set by the Action Plan is: By 2018, the proportion of green building materials production will increase significantly, and the quality of development will improve significantly. The proportion of green building materials in the industry's main business income should be increased to 20%, and the quality of the varieties is better to meet the needs of green buildings ... The proportion of green building materials applications has steadily increased. The application rate of green building materials in new buildings reached 30%, the application rate of green buildings reached 50%, the application rate of pilot demonstration projects reached 70%, and the application rate of existing building renovations was increased to 80%.
Essentially, wood-plastic products as typical green building materials should be the biggest beneficiaries of this wave of green trends. However, if we continue to let inferior products run rampant and enter the market with an indulgent image, how can we enjoy government encouragement and preferential treatment? The phenomenon of homogenization and low-end competition in the wood-plastic field has long plagued the healthy development of the industry. "The opportunity is not lost, the loss will never come again" is by no means an easy joke.
We must see that in the trend of low-carbon, green and circular development, green products are already in the position of the main force and leader. The introduction of a series of national policies to encourage or restrict, all show the strong vitality and influence of green products . The wood-plastics industry has jumped up because of "leading to eat crabs". Among them, the members entered the Ministry of Finance's "Government Green Product Procurement List" and became a benchmark enterprise. Now, the "Green Product Evaluation Standard" has followed up step by step. Statement: This standard intends to comprehensively evaluate the environment of the entire life cycle of wood-plastic composite materials from the perspective of the impact of the entire life cycle process of wood-plastic composite material design, raw material selection, production, circulation, installation and use, and post-disposal treatment and disposal. The size of the impact provides technical support for promoting the development of the wood-plastic industry and the circular economy. This clearly shows that the wood-plastic industry, which is a key project of strategic emerging industries, is no longer a question of willingness to participate in certification, but a problem of being out of the country without passing the relevant certification.
